Suspect In Casper Abortion Clinic Arson Released on $10,000 Bond

A woman suspected of intentionally setting fire to an abortion clinic in Casper last spring was released on bond Tuesday by a federal judge.

Lorna Roxanne Green, 22, waived her right to a preliminary hearing. All that was discussed during the 15-minute session was Green’s bond requirements, according to the U.S. District Court records.

Green’s unsecured appearance bond means that she was released of her own recognizance, but is required to stay away from the Wellspring Health Access Clinic in Casper, maintain full-time employment or student status and surrender her passport, among other requirements, records showed. Should Green fail to appear at her next court hearing, she would be required to pay back the $10,000 bond. 

It was not clear from court records when Green’s next hearing would take place.

Green has been charged with arson of a facility engaged in interstate commerce. The felony count has a minimum sentence of five years in prison, a maximum of 20 years and up to a $250,000 fine.

The FBI investigates violent crimes committed against reproductive health care providers and facilities in accordance with the Freedom of Access to Clinic Entrances (FACE) Act of 1994.

The act made it a federal crime to injure, intimidate or interfere with those seeking to obtain or provide reproductive health care services, including through assault, murder, burglary, physical blockade or making threatening phone calls and mailings.

It also prohibits damaging or destroying any facilities where reproductive health services are provided.

Green was arrested on March 21 after the Casper Police Department received multiple tips about her alleged involvement in the May 2022 arson at the clinic.

The fire caused nearly $300,000 in damage and delayed the clinic’s opening, which was slated for mid-June 2022.

When Green was interviewed by police last week, she admitted she had been at the scene of the fire.

“Green stated that she did not like abortion and was having nightmares which she attributed to her anxiety about the abortion clinic, so she decided to burn the building,” according to an affidavit of probable cause.

During an investigation of Green’s room at her home, police found clothing similar to what the arson suspect was seen wearing while committing the crime on video surveillance footage; however, the individual’s face was mostly concealed.
